BDA flats and sites: buying from the government authority

Sachi's short answer
The Bangalore Development Authority (BDA) sells flats in its own housing projects and sites in its layouts, such as Nadaprabhu Kempegowda Layout. You apply online, pay an initial deposit on a first-come basis, then pay in instalments. Some BDA projects carry a K-RERA registration. Check that number before you pay.

1.11.1 What is a BDA flat or a BDA site?
The Bangalore Development Authority (BDA) is a state government body. It builds and sells two kinds of new homes. A BDA flat is a ready unit in a BDA housing project, such as the Kommaghatta NPKL towers under Nadaprabhu Kempegowda Layout or the Hunnigere villas. A BDA site is a plot in a BDA layout, which you buy and then build on. A Wayback Machine snapshot of BDA’s homepage, dated 28 May 2024, says it has “allotted 76,000 sites to individuals for construction of residential dwellings” since it began on 6 January 1976, plus more than 800 civic amenity sites. BDA names its own flagship layouts, including Nadaprabhu Kempegowda Layout and Dr Shivaram Karanth Layout in North Bangalore. Sachi did not find a mention of “Arkavathy Layout” on the BDA pages opened this session.
1.11.2 What flat and villa schemes does BDA have on offer now?
BDA runs its own housing sales portal, separate from its main website, and lists units for sale by scheme. On BDA’s housing portal, checked through an archived copy dated 10 June 2026 on the Wayback Machine, listings included Kaniminike Phase-2 2BHK at ₹25 lakh, Kaniminike Phase-5 3BHK at ₹64 lakh, Kommaghatta NPKL Phase-1 3BHK from ₹65.20 lakh, Phase-2 2BHK from ₹53.85 lakh, Phase-3 2BHK from ₹48.70 lakh, and Hunnigere villas: 3BHK at ₹90 lakh or ₹1.15 crore, and 4BHK at ₹1.26 crore. Prices and water and power charges change often, since BDA updates each scheme’s listing as units sell. Check the portal, or call BDA’s flats section directly, on the day you plan to pay, and ask for a dated price quote in writing rather than a verbal figure from a sales contact.
| Scheme | Unit type | Price (BDA portal) | Location |
|---|---|---|---|
| Kaniminike Phase-2 | 2 BHK | ₹25 lakh | Kengeri Hobli, near Mysore Road |
| Kaniminike Phase-5 | 3 BHK | ₹64 lakh | Kengeri Hobli |
| Kommaghatta NPKL Phase-1 | 3 BHK | From ₹65.20 lakh | Near Kengeri, 2.5 km from Challaghatta Metro |
| Kommaghatta NPKL Phase-2 | 2 BHK | From ₹53.85 lakh | Near Kengeri, 2.5 km from Challaghatta Metro |
| Kommaghatta NPKL Phase-3 | 2 BHK | From ₹48.70 lakh | Near Kengeri, 2.5 km from Challaghatta Metro |
| Hunnigere Villas | 3 BHK | ₹90 lakh or ₹1.15 crore | Dasanapura Hobli, near Tumakuru and Magadi |
| Hunnigere Villas | 4 BHK | From ₹1.26 crore | Dasanapura Hobli, near Tumakuru and Magadi |

A separate notice on BDA’s main site refers to a “Govt Order for NPKL Delay Payment” dated 15 March 2024, which Sachi did not open this session. Ask BDA for this order before you book an NPKL unit.

1.11.3 How do you apply for a BDA flat or site, and what do you pay first?
BDA’s housing FAQ sets two eligibility rules: the applicant must be a citizen of India, and must have “completed 18 years of age as of the date of submitting the application.” The FAQ does not mention an income category or a lottery. It states booking works “on first-cum-first-serve basis”: you apply online at bda.karnataka.gov.in or housing.bdabangalore.org, pick an available unit, and pay an initial deposit. Once BDA receives the deposit, the FAQ says the flat is “reserved” and its listing turns yellow. The registration fee is non-refundable, per the FAQ’s “Terms and Conditions.” After this, the FAQ tells you to visit the BDA head office housing department with the application, registration card, deposit challan, Aadhaar copy, PAN copy and caste certificate, after which BDA issues an allotment letter and a no-objection certificate (NOC).
Further payment goes by NEFT or RTGS to named bank accounts: a Canara Bank account for most flats, a South Indian Bank account for Hunnigere 3BHK villas, and a Punjab National Bank account for Hunnigere 4BHK villas. BDA’s FAQ does not state a fixed instalment schedule after the initial deposit. Ask BDA’s flats section for the exact schedule for your scheme.
1.11.4 Is a BDA housing project registered on K-RERA?
Some are, and some are not, project by project. A search on rera.karnataka.gov.in on 12 October 2026, for Promoter / Company / Firm Name “Bangalore Development Authority,” returned 17 project filings. These include “FORMATION OF NADAPRABHU KEMPEGOWDA LAYOUT,” registration number PRM/KA/RERA/1251/310/PR/180518/001726, status APPROVED, project type PLOTTED DEVELOPMENT, approved 18 May 2018. Two 2018 filings named “KOMMAGHATTA PHASE 1” and “KOMMAGHATA PHASE 2” show status WITHDRAWN, and a 2020 filing named “NPKL KOMAGHATTA PHASE 3” shows status REJECTED. These are not the current schemes: three fresh 2024 filings, “KOMMAGHATTA NPKL PHASE-1,” “PHASE-2” and “PHASE-3,” each show status APPROVED, approved 11 November 2024, with registration numbers ending 007210, 007211 and 007212. Sachi’s reading: a withdrawn or rejected filing does not mean the scheme is cancelled forever; BDA can and did re-file the same scheme under a new registration number, so you must check the live scheme’s current registration number, not an old one.
This matters because the Real Estate (Regulation and Development) Act, 2016 gives a registered project’s allottees rights, such as section 18 compensation for delay. Read the Karnataka RERA guide for the Project Details and Complaints tabs. Search the exact scheme name on K-RERA before you pay, and write down the registration number, or note that it shows none.
1.11.5 What title do you get, and can you resell or transfer it?
BDA’s power to sell, lease or transfer property it owns comes from section 38 of the Bangalore Development Authority Act, 1976: “the Authority shall have power to lease, sell or otherwise transfer any movable or immovable property which belongs to it.” Section 69(2)(g) lets Karnataka’s government frame rules on the “restrictions, conditions and limitations subject to which the Authority may lease, sell or transfer” that property. Those rules are the Bangalore Development Authority (Allotment of Sites) Rules, 1984. Sachi opened only a 2024 notification that quotes and amends one sub-rule, Rule 14(2), not the full 1984 Rules text.
That 1 February 2024 notification adds a proviso to Rule 14(2), effective from 30 April 2005: where a lessee “alienated the site in contravention of the provisions of sub-rule (2) prior to 31-12-2022,” BDA may, on payment of “twenty five percent of the guidance value,” “convey the title to such purchaser.” This confirms Rule 14(2) restricts site transfer for some period. Sachi’s reading: the exact lease period is not confirmed this session. Ask BDA in writing.
1.11.6 What should you check, and what are the red flags?
Check the exact project name and registration number on K-RERA before your deposit, not after. The web address bdabangalore.org redirects to BDA’s current live site, bdakarnataka.in; use that address, since Sachi found the standalone housing.bdabangalore.org portal unreachable on 12 October 2026. Ask BDA’s flats section, in writing, for the allotment letter draft, the lease period, and any clause on resale or transfer during that period. Confirm the price, the water and power connection charges, and the parking fee on the current housing portal listing, since these change by scheme. Ask which authority holds the land title before acquisition and allotment, since BDA’s own Land Acquisition section acts “under Section 35 and Section 36” of the Act. For any site in a government-notified de-notified or litigation-affected layout, ask BDA for the current status in writing; Sachi did not find a primary BDA source on any specific layout’s litigation status this session.
| Check | Where to check it | Red flag |
|---|---|---|
| K-RERA registration | rera.karnataka.gov.in, search by exact scheme name | No registration found, or status shows WITHDRAWN with no live replacement number |
| Price and charges | BDA housing portal, current listing | Price differs from what a sales contact quotes verbally |
| Lease period and transfer clause | Allotment letter, requested in writing from BDA | BDA cannot state the lease period or the transfer condition in writing |
| Land title and acquisition | BDA Land Acquisition section, sections 35 and 36 of the Act | BDA cannot confirm the land is vested in or acquired by it |
| Payment account | BDA housing FAQ, bank account and IFSC for your scheme | Any request to pay into an account not listed on BDA’s own page |
1.11.7 How does a BDA flat compare with a private builder flat?
A BDA flat or site differs from a private builder flat in who sells it, how payment works, and what K-RERA and transfer rules apply. BDA sells directly, at a fixed scheme price, on a first-come basis, under its own 1976 Act and 1984 Rules. A private builder sells under an agreement for sale, usually registered under the RERA Act, 2016, with a price that is often negotiable within the project’s price sheet. BDA registers some but not all of its schemes on K-RERA, while most private projects above the exemption threshold must register. The table sets out what Sachi confirmed this session from a primary source, and marks the rest as “Sachi’s reading,” since BDA and the banks did not state every rule in writing.
| BDA flat or site | Private builder flat | |
|---|---|---|
| Who sells it | BDA, a government authority, under the BDA Act, 1976 | A private company or LLP, as promoter under the RERA Act |
| Price basis | Fixed by BDA per scheme, as listed on BDA’s housing portal | Builder’s price sheet, often negotiable; see flat cost sheet |
| K-RERA registration | Some BDA schemes registered, some not; check by exact project name | Mandatory for most new projects above the RERA exemption threshold |
| Allotment method | First-come, online booking and initial deposit, per BDA’s FAQ | Builder’s own booking process; see EOI in real estate |
| Transfer or resale during early period | Restricted under Rule 14(2) of the 1984 Rules; Sachi’s reading: confirm the exact period for your allotment | Governed by the agreement for sale and the builder’s own transfer policy |
| Home loan | Sachi’s reading: banks may ask for BDA’s allotment letter and NOC before sanction; not confirmed from a bank source this session | Standard builder-tripartite process; see home loan documents |

1.11.8 What if you are buying a BDA flat or site on resale?
If you buy from an existing BDA allottee, and not from BDA directly, ask for the absolute sale deed, and also the lease-cum-sale agreement, since Rule 14(2) of the 1984 Rules restricts transfer during a lease period. Ask BDA in writing for its transfer permission on that specific site or flat, and confirm in writing that the seller has no pending dues to BDA. Check also that the seller’s allotment letter matches the site or flat number named in the sale papers, and that no earlier, unauthorised transfer sits anywhere in the chain of ownership, since the 2024 amendment shows that BDA still regularises such past cases today, on payment of 25 percent of the guidance value. A full guide for resale buyers is coming soon.
What this means for you
- Before you pay the initial deposit, search the project name on rera.karnataka.gov.in. If BDA registered it, read the Project Details tab. If it did not, ask BDA in writing why not.
- Read the allotment letter for the lease period and any resale or transfer condition before you pay a single instalment. Rule 14(2) of the BDA (Allotment of Sites) Rules, 1984 restricts transfer of an allotted site during the lease period.
- If you buy from an existing allottee, ask for the absolute sale deed, not the lease-cum-sale agreement, and ask BDA in writing for its transfer permission.

Questions buyers ask
What is a BDA flat?
A BDA flat is a flat built and sold by the Bangalore Development Authority in its own housing project, such as Kommaghatta NPKL or Kaniminike. BDA runs the sale, not a private builder.
Is buying a BDA flat or site cheaper than buying from a private builder?
BDA's own housing portal listed 2BHK units from about ₹25 lakh to ₹65.20 lakh and 3BHK and 4BHK villas from ₹90 lakh to ₹1.26 crore, checked 12 October 2026. Compare this to the guidance value and market price in the same locality before you decide.
Are BDA housing projects registered with K-RERA?
Some are. A K-RERA search on 12 October 2026 found 17 project filings naming BANGALORE DEVELOPMENT AUTHORITY as promoter, showing APPROVED, WITHDRAWN or REJECTED. Search the exact project name before you pay.
Can I sell or transfer a BDA site before the lease period ends?
Rule 14(2) of the BDA (Allotment of Sites) Rules, 1984 restricts alienation of an allotted site during a lease period. A 2024 amendment lets BDA regularise a past unauthorised transfer on payment of 25 percent of guidance value, but this does not permit a new unrestricted transfer.
Does a BDA flat come with an A khata?
Sachi did not find a BDA statement, this session, on when a flat buyer gets an A khata. Ask BDA for this in writing before you book, and read the [e-khata](/home-buyers-guide/e-khata-bangalore/) guide for how A khata works.
What if I am buying a resale BDA flat from an existing owner?
Ask for the absolute sale deed, and also the lease-cum-sale agreement, and ask BDA in writing for its transfer permission. A full guide for resale buyers is coming soon.
